Hi David,
Again I suggest that you consult one of the excellent travel books out there about Morocco. (Go to your local library)
I have learned that Tangier is a relatively dangerous place to be at night. Drugs, scams, and muggings according to one of the travel books I have seen. Take their good advice on a lot of issues. Good luck.
